Harbor Oaks' land was development by Harbor Mews Corporation in 1979. In 1980 Southeast American Development started building homes. The subdivision was built in two phases and built out in 1983. Much care was taken by Southeast American Builder when locating homes on each lot to preserve as many trees as possible. The subdivision contains 129 single family dwellings.
